(9/17/99): VIP can claim victory in the District -- A U.S. District Court judge's ruling that D.C. had the right to count the votes of a controversial November '98 medical marijuana ballot initiative was in sync with our earlier amicus brief. However, the judge's ruling was moot, coming a day after Congress had allowed counting of the votes through a newly approved D.C. budget. The vote counting had previously been blocked by Rep. Bob Barr (R-GA).
